من أجل تضمين الحقوق الإنسانية للنساء في الدستور المغربي القادم

سيادة الرئيس،

فى ظل التقدم والانجازات الكبيرة التي أحرزتها المغرب في مجال حقوق الانسان على مدار العقد السابق، نحن نؤمن أن الإصلاحات الدستورية الحالية توفر فرصة من شأنها تعزيز الخيارات الاستراتيجية والتقدمية للملكة المغربية من أجل إعمال مبادئ سيادة القانون والديمقراطية واحترام حقوق الانسان والحريات الفردية والجماعية لكل من النساء والرجال على قدم المساواة.

إن مشروع الإصلاحات الراهن لا يمكن له أن يتحقق بدون أخذ حقوق الانسان للنساء في الاعتبار بشكل كامل، وذلك لكونها حافزاً أساسياً لإرساء الديمقراطية والعدالة الاجتماعية والتقدم، وذلك بغاية تعميم القيم العالمية لحقوق الانسان.
ولقد كنا فى المغرب في الأسبوع الماضي للمشاركة في فعاليات ندوة “التحولات الديمقراطية وأجندة المساواة والمناصفة في الدول العربية”. وقد ألهمنا كثيراً الإعلان الذي صرحت به معالي السيدة وزيرة شئون النساء، عن عزم الجكومة المغربية التصديق قريباً على البروتوكول الاخياري لاتفاقية القضاء على كافة أشكال التمييز ضد المرأة.

وفي ضوء ما تم ذكره، نحن نطلب من عنايتكم إدماج مبدأ المساواة بين النساء والرجال في الدستور المغربي الجديد، بالإضافة إلى تطبيق اجراءات وآليات ملموسة وإيجابية تهدف إلى تقليل كافة أشكال الإقصاء والتمييز ضد المرأة. ولن يؤدي ذلك إلى تعزيز الانجازات واستمرار عملية الإصلاح من خلال مواءمة الدستور مع الالتزامات الدولية للمغرب فحسب، ولكنه سوف يجعل أيضاً من المغرب مثلاً يحتذى به للدول العربية التي تمر بعمليات تغيير مشابهة.
مع فائق التقدير لالتزامكم بمبادئ حقوق الانسان وحقوق النساء واهتمامكم بقضايا المساواة بين الجنسين والديمقراطية.

To the attention of Mr. Abdellatif Menouni,

President of the Consultative Commission for the Review of the Moroccan Constitution

Request for the consideration of women’s human rights in the forthcoming Moroccan constitution.

Dear Mr. President

Given the considerable progress and achievements made by Morocco in the field of human rights over the past decade, we believe that the current constitutional reform is yet an opportunity that will allow the Kingdom of Morocco to consolidate its strategic and progressive choices for the consecration of the rule of law and democracy and the respect of human rights, individual and collective freedoms for women and men.

The present reform project cannot be realized without taking fully into account the basic human rights of women, as an essential catalyst for democratization, social justice, progress and for the establishment of the universal values of human rights.

We have been in Morocco in the past week for the seminar “Democratic Changes and the Agenda of Parity in the Arab Countries”. Participants were inspired by the announcement made by Her Excellency, Minister of Women’s Affairs, that the Moroccan government will soon ratify CEDAW’s Optional Protocol

In the light of what was stated above, we respectfully request the integration of the principle of equality between women and men in the new Moroccan constitution and the implementation of concrete and positive measures and mechanisms aiming at reducing all forms of exclusion and discrimination against women. This will not only lead to the consolidation of the achievements and to the continuation of the reform process through harmonizing the Constitution with the international commitments of Morocco, but will also be a role model for other Arab countries going through similar process.

With appreciation for your commitment to human and women’s rights and your concern for gender equality and democracy.
